1. manassas park adopts gun-ban in government buildings
Manassas Park has adopted an ordinance banning the carry of guns in their government buildings, with no exception for CHP holders. It passed 5 to 2, with both Council members Javed and Seiberling voting NO because there was not a CHP exemption. VCDL thanks Council members Javed and Seiberling for standing up for all the CHP holders in Virginia. The Vice Mayor was the driving force on this bad ordinance.
The ban would affect the following buildings (not parking areas or areas outside of the buildings): the recreation center, city hall, public works, social services, permitting services. Penalties are tiered, and the tier resets after one calendar year passes after the last offense. The tiers are Class 4 misdemeanor ($250, no jail time) for the first offense, Class 3 misdemeanor ($500, no jail time) for the second offense, and Class 1 misdemeanor ($2,500 and up to one year in jail) for a third or higher offense.
The ordinance will not go into effect until January 1, 2026. Carry in parks and permitted events is NOT prohibited by the ordinance. Enforcement will only be complaint driven – no wands or metal detectors will be used for screening.

New member volunteers and first-timers are very welcome. There are experienced volunteers on every shift to help you.
We need member-volunteers to work at the VCDL table at the Fredericksburg gun show November 8 & 9 at the Fredericksburg Fairgrounds, 2400 Airport Ave, Fredericksburg, VA 22401

This is good advice for everyone, but especially those who are armed.
The Caroline County Sheriff’s Office put out this notice:
Earlier today, a post began circulating on social media describing the situation in front of the Ladysmith Wawa where a deputy had drawn his firearm. We want to share some important context about this incident.
The deputy stopped to check on a vehicle that had run out of gas. While speaking with the driver and asking the driver for his identification, the deputy noticed the handle of a handgun in a shoulder bag being worn by the driver. When the deputy asked the driver for identification, the driver refused and became argumentative. Out of concern for his safety, the deputy briefly drew his firearm while giving commands to the driver.
The driver's mother, who was nearby, called Major Travis Nutter out of concern for her son's safety. Major Nutter who was out of the country at a training class, immediately contacted Sheriff Moser, who responded to the scene. Because of the strong relationship between the family, Major Nutter, and Sheriff Moser, cooler heads prevailed. Sheriff Moser was able to calm the situation, and once the driver provided identification, deputies confirmed he lawfully possessed a valid driver's license and concealed handgun permit.
This is an example of how quickly things can become tense during even routine encounters, and how communication, understanding, and trust can prevent tragedy. We're thankful that everyone remains safe, and we're grateful to live in a community where open dialogue between law enforcement and citizens helps us through the difficult moments together.
We want to remind everyone that during any encounter with law enforcement, especially if you are visibly armed, remaining calm is the best way to ensure everyone goes home safely. A few seconds of cooperation can make all the difference.

Could this happen in Virginia? VCDL’s attorneys both say, yes, it can. They both also note that they have never heard of it happening here. Under the Good Faith and Credit clause of the Constitution, Virginia would serve the red flag order to you on behalf of the issuing state. Virginia would not be obligated to take your guns, but it could take your guns if it so chooses. Either way, you are considered a prohibited person once served with the paperwork until the red flag order is rescinded by the issuing jurisdiction.

The woman is this video mistakenly thought she owned the water under and around her pier. She was angry that someone in a boat would fish in “her” water, so she brandished a handgun and made racist remarks.
I don’t know if she got charged, but the man in the boat notified the police of her actions, capturing everything on his GoPro. The proper way to handle a situation like this was for the woman to call the police, not brandish a gun, as the man fishing was not a threat to her at all. Someone merely trespassing should not be threatened with deadly force.

VCDL received this belated message from Lucy Miller on the passing of Arthur Miller, a VCDL member. She is clearly very proud of him, as she should be:
It is with great Sadness that I am writing to inform you of the passing of Lieutenant Colonel (Promotable) Arthur D. Miller (retired). He was a life member of VCDL # xxxxxx.
He was born on December 12, 1946, in Baltimore, Maryland and passed away on January 18, 2025, in Burke, Virginia.
He was interred at the Arlington National Cemetery on February 26, 2025, with full military honors. He served in Viet Nam (1967-1968) and awarded the Purple Heart with first Oak Leaf Cluster and the Bronze Star Medal. Other awards and decorations include the Legion of Merit and The California Medal of Valor (ARNG). He was inducted into the U. S. Army Field Artillery, Fort Sill Officer Candidate School Hall of Fame in 1995. He graduated from the University of California at Berkeley, with a Baccalaureate of Arts degree in Geography.
He is survived by the former Lucy A. Pretti of Berkeley, California, a daughter, Monica L. Miller of Ashburn, Virginia, and a sister Lynn, and brother-in-law Carl Payne, of Poughkeepsie, New York.
