It is critical that all gun owners vote this year and next year! There is too much on the table to let gun-controllers choose our future.
The VCDL Federal Candidate surveys for the mid-term elections are here.
Early voting is in progress with elections on November 3rd. Early voting has some advantages: it locks in your vote and it allows more funds to be used to contact others who have not yet voted.
Here is a link to VCDL’s Armed With Your Vote campaign.
A thought for the Virginia firearms industry: You might consider offering a product discount to gun owners who show you a copy of their voter status.
Willes Lee, on the NRA Board of Directors, posted this on Facebook about voting. The post includes a photo of VCDL’s Guns Save Lives sticker.

This document was forwarded to me as a PDF, so I don’t have a link. This document covers a new policy allowing for the having personally owned firearms in personally owned vehicles on base.
This policy applies to all DoW personnel, including active duty military, Guard/Reserve members on active orders, and DoW civilian employees assigned to or working on a CNIC installation in CONUS, Hawaii, and Guam. It does not apply to dependents, retirees, or visitors, or CNIC installations overseas. This policy does not authorize the carrying of a Personally Owned Firearm (POF) within any installation facility, building, or U.S. government vehicle unless specifically authorized for official duties.
Here is the content of the document (I had to make “here” hyperlinks to the various website pages in this document so things format correctly):
Canc frp: Jul 2027
CNICNOTE 8381
N3
30 Jul 2026
CNIC NOTICE 8381
From: Commander, Navy Installations Command
Subj: COMMANDER, NAVY INSTALLATIONS COMMAND’S_, NON-OFFICIAL PERSONAL PROTECTION ARMING ON NAVY INSTALLATIONS
Ref: (a) Department of Defense Directive 5210.56, "Arming and the Use of Force,” _of 18 November 2016
(b) 18 USC § 930
Encl: (1) Application for Authorization to Store a Privately Owned Firearm in Privately Owned Vehicles.
1. Purpose. This note establishes interim policy and procedures for authorizing Department of War (DoW) personnel to transport and store privately owned firearms (POF) in their privately owned vehicles (POV) on CNIC installations within the United States. This policy aims to ensure the safety and security of all personnel while respecting the rights of individuals who are legally permitted to possess firearms.
2. Applicability. This policy does not authorize the carrying of a POF within any installation facility, building, or U.S. government vehicle unless specifically authorized for official duties.
3. Policy
a. While the transport and temporary storage of POFs in POVs on a CNIC installation is at the discretion of the installation commanding officer (ICO), consistent with the Secretary of War's memorandum, ICOs shall apply a presumption of approval to such requests. If approved, the ICO will issue documentation authorizing storage of a POF in the requester's POV while on the installation. If an application is disapproved, the requester will receive a written explanation and be provided an opportunity to appeal the denial. The ICO retains the authority to grant, deny, or revoke approval privilege at any time to maintain the safety, good order, and discipline of the installation.
b. Concealed carry of a POF on one's person is strictly prohibited on the installation, except when transiting directly to or from an authorized storage location as outlined in this policy. Open carry of a POF is prohibited at all times.
c. All personnel submitting a request under this policy must meet the eligibility criteria outlined below and fully comply with the established procedures and storage requirements.
4. Eligibility Requirements. To be eligible to transport and store a POF in a POV on a CNIC installation, personnel must:
a. Be an active duty military member, a Guard/Reserve member on active duty orders, or a DoW civilian employee with a valid DoW identification card.
b. Possess a valid, current state-issued license to carry a firearm (Concealed Carry Weapon permit) or a federally issued Law Enforcement Officer’s Safety Act (LEOSA) credential.
c. Comply with local laws and regulations of the state, county, or city where the installation is located.
d. Pass a criminal history and background check as determined by installation security. A history of domestic violence, UCMJ disciplinary action, or other offenses may disqualify an applicant.
e. Not be under the influence of alcohol, intoxicating substances, or any medication that may impair judgment while transporting or handling a firearm.
5. Procedures for Requesting Authorization
a. Initiate Request: The requestor shall contact their local installation Security Office to obtain the required application forms, enclosure (1).
b. Chain of Command Review: The completed application package will be submitted through the requestor’s unit commander for endorsement. The unit commander will recommend approval or disapproval clearly articulating why.
c. Security Vetting: The installation security office will conduct a thorough background check and verify the validity of the applicant's firearm license.
d. Final Approval: The application package will be forwarded to the ICO for final approval.
e. Issuance: If approved, enclosure (1) must be in the requestor's possession at all times when transporting a POF on the installation and must be presented to law enforcement or security personnel upon request. A copy of the approval will be provided to the installation Security Department.
6. Coordination. The point of contact for this matter is the CNIC Force Protection Program Director (N34).
7. Requirements for Transportation and Storage
a. The POF must be stored in a locked, hard-sided container (e.g., metal safe, lockbox) that is out of plain sight. The container must be securely affixed to the vehicle’s frame (e.g., with a steel cable or by bolts).
b. Two-Lock Rule: The firearm must be secured by at least two levels of locks. This is satisfied by a locked container within a locked vehicle.
c. The vehicle must be locked at all times when unattended.
8. Prohibited Actions
a. Storing POFs in any location other than an authorized POV, an on-base residence (incompliance with base housing rules), or the installation armory.
b. Retrieving or handling the POF for any reason while on installation grounds, except to place it in or remove it from the storage container for transport off the installation.
c. Consuming alcohol or any impairing substance while in possession of, or before transporting, a POF.
9. Revocation of Authorization. Authorization may be revoked at any time for reasons including, but not limited to, failure to comply with this policy, loss of eligibility (e.g., license suspension), any credible report of unsafe behavior, or as deemed necessary for the security of the installation.
10. Compliance. Failure to comply with the provisions of this instruction is a violation of a lawful general order. Violators may be subject to disciplinary action under the Uniform Code of Military Justice (UCMJ) or to criminal prosecution under federal law.
11. Records Management.
a. Records created as a result of this notice, regardless of format or media, must be maintained and dispositioned per the records disposition schedules located on the Department of the Navy Assistant for Administration, Directives and Records Management Division portal page
b. For questions concerning the management of records related to this notice or the records disposition schedules, please contact the local records manager or the OPNAV Records Management Program (DNS-16).
12. Forms or Information Management Control. CNIC 8381/1, Commander, Navy Installations Command Application for Authorization to Store a Privately Owned Firearm in a Privately Owned Vehicle on Navy Installations, can be found on the CNIC SharePoint here. Submit completed applications to the installation Security Officer.
13. Cancellation Contingency. This notice will remain in effect for one year or until superseded by another instruction/notice, whichever occurs first.

Releasability and distribution:
This notice is cleared for public release and is available electronically only via CNIC SharePoint, here.
A quick-acting CHP holder in Oregon shot and killed a 16-year-old murderer who was on a rampage at a school. In Oregon CHP holders can carry in schools, but schools can opt out of allowing that, as was the case in this school. Unfortunately, three children and a teacher were killed and two other people wounded before the CHP holder, who was driving by the school when the shooting started, could stop the killer.
One must wonder if the teacher who tried to wrestle the gun from the killer had been armed, if even more lives could have been saved.
Virginia has the failed policy of having “gun-free” schools. Until a mass murderer shows up with a gun, of course. This is unlikely to change as the gun controllers in the General Assembly are beholden to Michael Bloomberg, placing protection of our schools way down the totem pole.

I am extremely sad to report that VCDL member Valerie Trojan passed away unexpectedly last week.
Valerie’s husband, VCDL Executive Member Greg Trojan, died in 2024 after a short illness.
There is no service planned, but Valerie’s son, Alan Moller, might have a shoot in honor and remembrance of Greg and Valerie at the shooting range on the Trojan farm in Louisa. If so, there will be a future item in an Update with more information.
I frequently have seen ads on YouTube popping up claiming that there is a new Virginia Concealed Handgun Permit that takes only a few minutes to apply for and is valid in all 50 states. Some ads say you will also get a badge (a really bad idea).
I filed a complaint with Google, explaining who I am and I explained how that ad is fraudulent. (I got the idea to file the complaint from a member who had done so as well.)
Fraud is apparently not against Google’s policies or Google believes fraud doesn’t harm anyone. Google’s Trust & Safety Team’s response to me:
We decided not to take this ad down. We found that the ad doesn’t go against Google’s policies, which prohibit certain content and practices that we believe to be harmful to users and the overall online ecosystem.
If you disagree with our decision to show this ad, you have the option to appeal within 6 months.
About our review process
Your report was reviewed by Google’s Trust & Safety team to check if it violates any of our policies. When we find an ad that breaks our rules or the law, we remove it. Egregious or repeat violations can lead to an advertiser's account being suspended, which means they can no longer show ads through Google.
Why? Usually, it is simply that some products are no longer profitable.

William and I had a good time talking about gun rights here in Virginia and across the country. Here is the YouTube link.
Executive member Brendan Mooney and his better half, Rebecca, have a new member of their family.
All 6 pounds, 2 ounces of Amelia Grace is VCDL’s youngest member at a whole 6 days old!
Momma and baby are happy and healthy in their home in Idaho.
Brendan, always thinking ahead, has a suppressed Ruger 10/22 slated as his little girl’s first rifle, which he bought from Gadsden Guns here in Virginia and had it shipped to his FFL in Idaho.
Congratulations, Rebecca and Brendan!
