1. LETTER SENT TO PRINCE GEORGE COUNTY SHERIFF ON CHP FEES

Dear Sheriff Vargo,

Leyla M. has pulled together the numbers for the cost of your office to do concealed handgun permit background checks. The data came from your office and the Commonwealth Attorney’s office.

To be generous, we took the maximum time that you, D. Newmeyer, or D. Rouse spent processing a concealed handgun permit and applied it to all three of you. So, we made the worst-case presumption that each of you spent the maximum amount of time on each and every permit.

We then took the hourly rate for each of you, divided it by 60 to get the rate per minute, and then multiplied that rate by the maximum number of minutes spent on each permit.

The maximum time spend was 3.91 minutes, which we rounded up to 4 minutes.

Sheriff Vargo, hourly rate of $58.63 comes out to $3.9 per permit

D. Newmeyer, hourly rate of $27.91 comes out to $1.86 per permit

D. Rouse, hourly rate of $49.41 comes out to $3.30 per permit

Total cost if all three of you reviewed an application is $9.06

$10 would more than cover the cost for your office to process each concealed handgun permit, leaving a little bit extra for the unusual permit that might take more time. That would reduce the cost of a permit from $50 down to $25 and align the fee with both the letter and spirit of the law.

2. FOURTH CIRCUIT RULES ON NRA CASE AGAINST FAIRFAX GUN BAN IN PARKS AND AT EVENTS

The 4^th Circuit just issued a ruling in the NRA-led Fairfax parks and permitted events challenge.

Unfortunately, the 4^th Circuit’s decision was really a non-ruling as to the important Second Amendment issues.

The court first avoided answering the question of whether it was constitutional to ban firearms in parks, instead demurring that:

the Plaintiffs acknowledged the existence of preschools within parks, and
the United States Supreme Court previously indicated it was constitutional to ban firearms within schools. Based on this, the Court decided Plaintiff’s facial challenge to the park ban failed because there is at least some area within the parks (the preschools) where firearms could constitutionally be banned.
Next, the Court concluded that because Plaintiffs alleged only a hypothetical fear that they might pass a permitted event while carrying a firearm, rather than identifying a particular permitted event at which they desired to carry a firearm, that their harm on this point was merely speculative, and remanded this portion of the claim to the district court to dismiss for lack of standing.

In short, VCDL does not perceive that this case will have any major impact on any of the state-based constitutional litigation that VCDL is currently pursuing, except that some of our cases that were held up by lower courts waiting to see the Fourth Circuit decision will now be able to move forward again.

3. URGENT CALL FOR VOLUNTEERS FOR RRRC/VCDL BENEFIT MATCH ON 9/27!

Roanoke Rifle and Revolver Club (RRRC) United States Practical Shooting Association (USPSA) Benefit Match for VCDL - Call-for-Volunteers!

On September 27th at 10:00 AM the Roanoke Rifle and Revolver Club (RRRC) is hosting an annual VCDL Benefit in the form of a United States Practical Shooting Association (USPSA) Match.

This event is an important one for VCDL every year and a super fundraiser for VCDL!

VCDL will host a luncheon of beef hot dogs with all the fixings; a membership application table; and a raffle or two. We need a couple of cooks; someone to work the membership offerings; and folks that have fun operating raffles. Besides this, come to shoot!

New member volunteers and first-timers are very welcome. This is an ideal time to not only interact with like-minded folks but to also share in the real time Practical Shooting exercises to measure the ability to shoot rapidly and accurately with a full power handgun, rifle, and/or shotgun. The three elements – speed, accuracy, and power – form the three sides of the practical shooting triangle. By design, each match will measure a shooter’s ability in all three areas.

We are seeking three or more Member Volunteers per shift to help make this a successful event.

Saturday the 27th:

8:00 AM to 12:30 PM

12:30 PM to 6:00 PM

Set-up for the match will be the morning of the 27th starting at 7:00 AM. If you would like to volunteer to help set-up, please let Nat know.

A hard lesson for a vet in Colorado. But these rules generally apply in the U.S. and certainly here in VA:

If someone is breaking into your unoccupied, parked car, call the police and be a good witness.Do NOT confront the criminals and NEVER assume that you are the only one with a gun!

10. avoiding bullet set back

This is a cool idea to avoid set back when reloading your gun repeatedly with the same self-defense round. I have not seen a Federal HST round set back, but it is possible. I have certainly seen set back over the years with various other rounds.
