HB 2442 prevents states from charging special excise taxes on firearms and associated items. This year, for example, the gun controllers in Virginia had a bill to charge a $500 tax on suppressors. That bill was withdrawn, but this would prevent something like it in the future.

HR 9298 increases protections from states, like Virginia, which have laws allowing frivolous lawsuits to bankrupt members of the firearms industry. This will help stop Jay Jones from using his position to do just such frivolous lawsuits.
